Dino Melaye: Police Has No Right To Declare Any Citizen Wanted - Victor Ekim
 
A Former Vice Chairman of the FCT Chapter of the Nigerian Bar Association, Victor Ekim, has said the police have no right to declare any citizen wanted.
He said this when he appeared as a guest on Channels Television’s Politics Today, Wednesday following the decision of the Police to declare the senator representing Kogi West, Senator Dino Melaye and seven others, wanted. 
Ekim said what the police ought to have done was to send a letter to the Senate President, requesting that he produces Senator Melaye or go to court.
“I would say that amounts to trivializing the issue. Dino Melaye is a Senator of the Federal Republic of Nigeria, and I think they have these appellation ‘distinguished’ attached to their names.
“He draws salary from the taxpayers’ funds, so he can be reached through the Senate President. The proper approach is to send a letter to the Senate President, requesting that he produce Dino Melaye to the police authority for questioning.
“A second way to go about it is to present a court with the allegation against Dino Melaye and the evidence the police has gathered against him.
“But the police cannot arrogate unto itself the power to prosecute and pass a sentence by way of declaring a citizen wanted.
“That has been struck down by a court of law in the Federal Capital Territory where honourable Justice Musa declared the powers of the EFCC to declare a citizen wanted, illegal.
“The Police on its own does not have a right to declare a citizen wanted, it means you are the complainant, the investigator and the one declaring him wanted so you’re overriding judicial powers,” he stated.

Dino Melaye Alleged Gunrunning Case in Kogi state Transferred To Abuja
 
The court case involving embattled senator, Dino Melaye for allegedly arming political thugs in Kogi State has been transferred to Abuja Federal High court.
This was disclosed by the Senator on his official Twitter page.
The tweet read “I have just been contacted by my lawyer Ricky Tafa that the case against me by the Inspector General of Police in Lokoja has been transferred to Federal High Court Abuja. God is a good God.”
This is coming at a time the Inspector-General of Police, IGP Ibrahim Idris ordered the immediate removal of the Commissioner of Police in Kogi State, Ali Janga following the escape of six suspects from police custody early Wednesday morning.
We reported that two suspects, Kabiru Saidu A.k.a Osama and Nuhu Salisu A.k.a small who accused the lawmaker representing Kogi West, Senator Dino Melaye of arm sponsorship escaped from police custody on Wednesday.

The Inspector General of Police (IGP) Ibrahim Idris, on Saturday confirmed that the Boko Haram terrorists was set to release Leah Sharibu, the only Christian Schoolgirl still in captivity.
IGP Idris made the revelation while speaking to reporters in Maiduguri, the Borno State capital.
“I was suppose to be in Dapchi today but I couldn’t go because l learnt that Leah Sharibu may be released today by the Boko Haram terrorists.
“I would have gone to Dapchi today but by the time I fly in with a helicopter and police escort, they(terrorists) may think I’m trying to break the arrangement”.
Meanwhile residents of Dapchi are excited over the news that the insurgents have agreed to free Leah Sharibu.
“We are very happy about this development but for now we are waiting patiently to receive Leah Sharibu” a resident told Aledeh.com
“Some residents have ran out of Dapchi for fear of the unknown by the time the insurgents bring Leah Sharibu back,” Kachalla Bukar, Secretary of Association of Parents of Dapchi missing school girls also stated.

Buhari's Words To IGP After Flouting His Order
President Muhammadu Buhari on Tuesday summoned the Inspector General of Police, Ibrahim Idris over his disobedience to his directive to relocate to Benue.
This was disclosed in a statement via the presidency’s twitter handle.
Buhari asked IGP Idris to provide a comprehensive report on police operations in the affected States, after which further decisions would be taken.
The statement read “Pres @MBuhari today summoned the Inspector-General of Police to explain his flouting of the presidential order to remain in Benue State.
“The President has also asked for a comprehensive report on Police Operations in the affected States,after which further decisions will be made.
“We would like to restate our determination to ensure that the attacks and killings are brought to an end, and perpetrators to justice.
“President @MBuhari’s Visit to the affected States continues, following the Trips to Taraba and Benue. Next are Yobe, Zamfara and Rivers States.”
It would be recalled that Buhari during a visit to Benue on Monday said he was unaware the IGP failed to heed his order.

A Fresh Attack In Plateau Suspected To Be Herdsmen Claims 23 Lives, Many Injured, Leaving Over 2,000 Displaced

 
Following the recent attacks in Josho community of Daffo District, in Bokkos LGA of Plateau State, about 23 people have so far been buried, while over 2, 000 others have been displaced.
NAIJA VOICE gathered that of the 23 corpses recovered between Friday and Saturday, many were burnt, while several other victims survived with various degrees of injuries.
Another source, however, said “there was a mass burial of 18 people last Friday and another burial yesterday (Saturday) though a lesser number.”
Also the Management Committee Chairman of Bokkos LGA, Simon Angyol and a top ranking cleric in the area said death toll as at yesterday was 16.
Another cleric in Daffo, however, gave a different figure.
He said, “17 persons were confirmed dead and the villages destroyed are Nghakudung, Morok, Hottom, Wareng and Ganda”.
However, sources in Daffo say search was still ongoing to find out if there were more corpses, as many people were still missing.
“Over 2000 people have been displaced by the attacks”, he said.
Angered by the situation, the Plateau State government has vowed to do everything possible to track down the “criminals.”
Mr Yakubu Dati, the State’s Commissioner for Information and Communication, said, “The Governor has commiserated with the people of Bokkos over the dastardly act carried out by criminal elements as far as we are concerned.
“Any one who doesn’t respect human lives is a criminal.”
He regretted that State governments had no control over security, but assured the State governor was working to provide logistical support to enable Federal troops carry out a clean job.
“The Governor though Chief Security Officer of the State, has no control over security. We can only provide logistical support.
“We have 40 patrol vehicles soon to be launched by the IG and the security agencies have been mobilized to take care of the situation,” he said.
The Commissioner pleaded with members of the public to provide useful information to security operatives to enable them function effectively.
Confirming the attacks, Spokesman of the Plateau Police Command, ASP Mathias Tyopev Terna, said, “There are incidents of attacks on villages in Daffo District of Bokkos LGA; sixteen people lost their lives and many have been displaced.
“One Muhammadu Musa Bimini a Fulani Herdsman was arrested by the Police Mobile men on the 08/03/2018 at Daffo with military AK47 riffle number HC2614.
“He has since been transferred from Bokkos to the State CID and is assisting police with investigation.
“We have also increased our deployment there”, he stressed.

Stop Harassing My People - Umehi Warns Police IG



Ebony​i Governor, David Umahi on Wednesday threatened to resist persistent arrests of some top government officials by security agencies in the state.
Umahi said ​the development ​was targeted at weakening his political structures and ambitions ahead of 2019 elections.
“If they come with 500 policemen, we will raise over 5000 men to resist them,” he ​warned.​
He made this known in Abakaliki when he received the new Assistant Inspector General of Police in charge of zone 6, Calabar, AIG Tilli Abubakar who was on working visit to the state.
Umahi​ further​ condemned the attitude of transferring cases from the state to Abuja.
“If not my relationship with the IG, I would have taken police to court.
“How can police be coming to Abuja to harass our people? So you have to send a word to them. We will not entertain it.
“Otherwise, we will go to court and try it and then we will see. We will not accept intimidation”, he stressed.

The chairman of the South-East governors’ forum, chief David Umahi on Tuesday lamented that the increasing clashes between Fulani Herdsmen and farmers had almost torn the nation apart.
Umahi, governor of Ebonyi state made this known during an enlarged security meeting between all security chiefs, the 13 council chairmen and Herdsmen which took place at the exco-chambers government house, Abakaliki.
The governor warned that any herdsman that destroyed farmers’ crop or wounded any person will be imprisoned for one year and will pay cash for the crop, adding that same punishment would be meted out to a farmer who killed a cow.
“Any Fulaniman grazing cow at night Should be arrested immediately. And there should be no movement of cow in the night. This is our policy statement. the rule is that if you are moving from one local government to another.
“I am the chief security officer and I’m directing the security chiefs to do their work. If you see any Herdsmen moving around, he should be arrested. This security meeting is very important and I want it to be properly documented. The minutes of this meeting, I will send it to the President of Miyata-Allah to know our position.
“No cow should move around again at night. It is against the law of miyata-allah. No grazing at night. The law does not permit cow to move at night. And I have said there is no cattle grazing reserve in Ebonyi, no cattle colony. There is no colony. Those herdsmen that have being living together with our villagers should continue to live in peace and that’s our position. Some of them who have lived in Ebonyi for 38 years, you can not ask him to go.
“He is already one of us. Another thing is that anybody that kills a cow of fulani man will go to prison for one year and also pay for the cow. Any fulaniman that destroyed a farm of a farmer in Ebonyi will go to prison for one year and will pay the cost of the farm land destroyed.
“There will be prison attachment and I’m happy that the speaker of Ebonyi state house of Assembly is here and we have to put it in the law. Again, any cattle that destroyed farm land will be confiscated and the Herdsmen will go to prison for one year.
“And any person that killed a cow of Fulani Herdsman or wounds it will go to prison for one year and pay the cost of that cattle. Any person that gives wound to one another must go to prison for 5 years and if the person dies, such person will be charged for murder.
“I will like us to do this agreement so that I get the Herdsmen to sign it and all the community heads will also sign it. It will be a binding agreement between us and the Herdsmen living in Ebonyi state.
“I don’t want anybody to chase the fulani people away but we don’t want more Herdsmen in Ebonyi, they have over 120 settlement already in Ebonyi. Our land is very small and we are doing agriculture. No movement to farm land again.
“The agreement is that No grazing at night. If you kill a herdsman then you go for murder. If herdsman kills farmer, he will go for murder. If you wound any person depending on the degree of the wound, the person will go to prison for 5 to 10 years.
“So, this is the way we will live with the Herdsmen in Ebonyi. We said, no body should come with cow by leg to Ebonyi. There is no cattle road again, and we have to be extremely careful because this particular matter is trying to tear the whole nation apart”, he stressed.
Responding, the state chairman of Miyata-Allah Alahaji Ado Amudu said “thank you governor for this meeting; we accept what you said; this thing that happened yesterday, we didn’t know much about it. It was this morning that somebody told me that there is a fight between herdsmen and farmers at Ivo LGA, and I was very surprised about that.
“I have collected the Phone number of Ivo LGA chairman, so that I send my boys to go there and know what happened, if it true or not. This problem will not come to Ebonyi and I don’t know the reason of the fight in that area. If it is true, I myself will enter motor with the chairman and go there and catch those who are causing the problem. We will not like to get problem with Ebonyi”, he stated.

Peace Corps: Reps Demands IGP To Appear Before Them


The House of Representatives has insisted that the Inspector General of Police (IGP), Ibrahim Kpotun Idris, should appear before it, to explain why he disobeyed subsisting court orders to vacate the headquarters of the Peace Corps of Nigeria located in Jabi Abuja.

This was even as the National Commandant of the Corps, Amb (Dr.) Dickson Akoh, averred that, there was a grand conspiracy against the Nigerian youths by those who engineered the decision of President Muhammad Buhari to withhold assent from the Peace Corps Bill.
The House Committee on public petitions, had penultimate Tuesday, ordered that the office of Peace Corps be unsealed, in line with the two recent judgements delivered by Federal High Court in Abuja, to that effect.

At its sitting on Tuesday, the committee said Buhari’s rejection of the Bill is a different issue from the court order asking the police to leave the headquarters.

The police has cordoned the place off since 28th February, 2017, despite two court judgements and the committee’s directive, asking them to leave.

Hon. Nkem Uzoma-Abonta, Chairman of the committee, said, following the change of venue for the Tuesday meeting, the committee will give the police “a benefit of doubt” and adjourn till March, 6.
He said while the police should leave the organisation’s headquarters, the IGP and the Attorney General of the Federation, Abubakar Malami, should appear before it “and tell us why the court orders should not be obeyed.”

He added that failure of the duo to appear before it will make the lawmakers explore other options available to them and ensure they appeared as directed.

Meanwhile, the Peace Corps boss, Akoh, has expressed strong optimism that the last has not been heard about the Peace Corps Bill, which he said was purely for the youth empowerment.
The Nigerian Peace Corps (Establishment) Bill was overwhelmingly passed at the National Assembly and transmitted to the Presidency for assent on Wednesday, 27th December, 2017.
President Buhari, however, on Tuesday, transmitted to the Speaker of the House of Representatives that he was withholding his assent on the Bill, citing paucity of funds and duplication of duties.

Addressing journalists after a House of Representatives committee meeting on Tuesday, Akoh accused the nation’s security agencies of working against the Bill.

He said the same persons who “fought” the Peace Corps Bill prior to its passage also advised Buhari against assenting to the Bill.

Akoh said: “The same people that opposed the Bill with the same content during the National Assembly’s public hearing, allegedly took the matter before the President, telling him that instead of voting money for new establishment, they should use it to boost money for their own activities.

“They had said it is a duplication of their functions but we made an advertorial in some newspapers to show the differences in the functions.

“Whatever they have done has not brought the situation to an end. The National Assembly may still take it up.”

The Commandant further said the organisation was in the interest of the vast majority of the youth, adding that “from what I am seeing, there is a conspiracy against the youth.”

“Let them (the youth) be jobless and be committing crimes and let these people have more money and jail them. I think that is the conspiracy.

“We have bills that have suffered similar fate and resistance and was later passed. So we have hope that one day, proper attention will be given to the bill,” he said.
